Classify the failure before retrying.
Preserve the local state first: record the repository root and branch, inspect git status and the diff, and save the terminal output. Then choose the guide by the observable symptom rather than asking Copilot to repeat the same action.
- Command finished, agent still spinning: compare the terminal result with the files changed. Treat the agent state as unresolved until the requested outcome is verified.
- Repeated edits or tool calls: stop the loop, note the repeated action and last useful output, and do not allow another identical retry without a new check.
- Copilot says complete but work is missing: compare the request with the diff and run the focused test; a completion message is not test evidence.
- Send is disabled: preserve the draft and repository state before refreshing or opening another chat, so unsent instructions are not mistaken for completed work.

Then hand the next session the verified diff, failed attempt, and remaining action.
